About The Control Layer
Artificial intelligence is being wired into the systems that run your bank, your hospital, your employer, and your government. Most of the decisions about how that happens are being made in rooms you are not in, by people who are betting you will not understand them. The Control Layer exists so that you do.
I am Amer Altaf. I spent my career as a Chief Information Officer and cybersecurity leader inside large organisations, and I now run Arkava, which builds and runs AI agents for companies in the UK and Europe. I write here because the gap between what is being decided and what people understand about it is the most dangerous gap in modern life, and it is closing in the wrong direction.
The analysis draws on the work I do outside this page. I am a member of techUK, where I contribute to its work on UK technology sovereignty, and of ADS Group, the trade association for the UK’s aerospace, defence, security, and space sectors, which puts me inside the conversations where sovereignty stops being a slogan and becomes a procurement decision. I am also writing on cloud security in an age of geopolitical uncertainty for Oxford University Press, so the arguments you read here have to survive an academic editor as well as a boardroom.
There is a second strand, and it is the practical one. I spend my working week building AI agents and putting them into real businesses, which means I see what works, what quietly fails, and what the vendor decks leave out. I write that down here. If you want to use AI to be better at your job, to run a sharper company, or simply to stop being the person who is still doing by hand what a competitor automated last quarter, this is where you learn how to do it properly. The tools change every few months, and most of the advice written about them expires just as fast. Mine is tested on live work before it reaches you, and corrected in public when it stops being true.
Every piece is verified, plain-English, and takes a position. You will not find balanced summaries here. You will find an argument, the evidence for it, a dated prediction you can hold me to, and the question you should ask next.
What you gain depends on who you are. If you sit in a boardroom, a legal team, a security function, or a procurement office, you gain the fluency to challenge a vendor, question a decision, and be the person in the room who saw the risk before it landed. If you run a business or a team, you gain a working edge over competitors who are still guessing. If you are simply someone with a bank account, a medical record, and a job, you gain a clear view of what is being done with all three, and the skills to take advantage of it.
Technology is now a layer of governance. Knowing who controls it, and how to use it, is the literacy that separates the people who make decisions from the people decisions are made about.
